Overview of the
California Legislative Delegation

 Purpose

The California Legislative Delegation is a coalition of all California RIMS Chapters representing thousands of risk management professionals with the purpose of promoting education, communication and positions on current legislation to our membership and acting as an industry resource for our public officials.

Background

In 2008, RIMS’ Santa Clara Valley chapter suggested our California RIMS legislative involvement could be more effective by combining our individual chapter efforts. The Sacramento Valley Chapter also expressed interest in organizing a state legislative event similar to RIMS on the Hill in Washington DC.  Each chapter was invited to an exploratory meeting to share our various legislative activities and discuss strategic alliances.  This meeting was held during the RIMS 2008 Conference in San Diego, and the California Legislative Delegation was created.

Achievements

Each chapter nominated a delegate, and the new CLD established a mission to advocate legislative engagement among our statewide membership.  This includes communication and education for our chapters on industry-related legislation introduced or implemented in California.  RIMS National Society is a CLD sponsor, and a liaison has been appointed.  Each Chapter’s Board of Directors voted to approve chapter membership and support, designate a member delegate(s), and earmark nominal funds for any related incidental expenses.

CLD’s activities also include interaction with our legislators.  An annual RIMS on the Mall event has been developed for our California membership to meet with legislators in Sacramento.  Participants are trained on effective lobbying, familiarized on current bills and positions, and scheduled for meetings with legislators and key staff to introduce RIMS as a professional society representing hundreds of key state employers.  Our members present RIMS’ recommendations on issues, and offer our subject-matter expertise as a resource to our legislators on insurance and related matters.

Our CLD delegates provide regular updates and information to our Chapters for further distribution to our full membership.
